环渤海地区海洋开发与城市发展协调关系研究

摘　　要：通过构建沿海城市海洋开发、城市发展水平评价指标体系,测算环渤海地区2000~2013年17个沿海城市海洋开发与城市发展水平得分,并给予评价;借鉴生产可能性曲线描绘海洋开发与城市发展共同作用下城市综合发展程度,并刻画出海洋开发与城市发展协调关系,计算出城市综合发展度与协调度;在此基础上对环渤海沿海地区17个城市海洋开发与城市发展协调发展度进行测算.结果表明:环渤海地区城市综合发展度呈逐年上升趋势,而协调度呈下降态势,且城市综合发展度对海洋开发与城市发展之间的协调发展关系作用显著;最后,给出促进沿海城市海洋开发与城市发展良性协调、互动发展的相关对策建议.The development and coordinated degree model were established by referring the production possibility curve,which can measure the interaction of marine and city hinterland development,and the coordinate development degree model for measuring the coordinated development degree was also set up.The index system for measure the development level of marine and city hinterland development was set up respectively,and then the development levels of marine and city hinterland development level of 17 coastal cities in Bohai Rim region were calculated and ranked.The results show that：in temporal scale,development degrees of the 17 cities in Bohai Rim region appear an increasing trend,while the coordinated degrees had a downward trend,with the function of increased development degree,the coordinate development degrees were keeping increasing during the research period.In spatial scale,the coordinated development degrees of 17 cities were of great difference,and the 17 cities can be divided into such four kinds as middle and high degree,middle degree,middle and low degree,low degree,and each kind includes some cities.a detailed analysis for the 17 cities was carried out.At last some conclusions were drawn and some practical suggestions were put forward.
