摘　　要：为解决合同解除时安全文明措施费索赔纠纷,基于13清单规范,分析安全文明措施费的计算方法及存在的问题。基于安全文明措施费发生的时间特征,提出新的分类建议及索赔计算方法。结合具体工程案例,验证所提分类及计算方法的适用性,为实际工程中安全文明措施费索赔纠纷的解决提供参考。In order to solve the claim disputes for the safety and civilization measures expense for contract rescission,based on 13 bill code,the paper analyzes the calculation methods and problems of safety and civilization measures expense. Considering the time characteristic of the occurrence on the safety and civilization measures expense,puts forward new category suggestions and calculation methods for claim. Taking practical engineering as example,verifies the applicability of the new category method and calculation method,provides references for the settlement of claim disputes on the safe and civilized construction expense.
