摘 要:当前我国医疗转运体系尚未覆盖非急救转运领域。文章从患者、医院、政府3个层面出发,结合技术、市场、政策等多方面因素,探讨构建非急救转运系统的必要性与可行性,以期推动非急救转运产业的发展,扩大服务供给,更好地满足老百姓日益增多的非急救转运需求。研究表明,非急救转运服务需求广阔,但非急救转运市场混乱且缺乏有效监管,有必要建立非急救转运系统并对其加以管理。技术支持、市场广阔、医院配合、政策配套等多方面有利条件表明构建非急救转运系统具有可行性。The current medical transport system of our country has not covered the non-emergency transport sector. Based on patient needs, hospital needs, government needs and combined with technology, market and policy factors, the paper studies the necessity and feasibility of building the non-emergency transport system, in order to promote the development of the non-emergency transport industry, expand service supply, to better meet the people's increasingly demand. The research shows that the demand for non-emergency transport services is broad, but the market for non-emergency transport is chaotic and lack of effective supervision. It is necessary to establish a non-emergency transport system to manage it. The favorable conditions such as supporting technology, broad market, coordination of medical institutions and accompanying policy all indicate that it is feasible to construct the non-emergency transportation system.
