摘　　要：1931至1934年,中华苏维埃共和国临时中央政府依托中央苏区较为稳定的社会环境,在中央苏区着力推行了苏维埃代表的民主选举制度。在深入乡村进行人口调查的基础上,对选举区域进行了五个层级的划分。通过总结选举政策实施的经验,逐步放宽了选民资格的范围、强调了代表与选民之间的双向联系、明晰了各阶级代表的比例。在对选举政策不断发展和完善的过程中,苏维埃代表大会制度的适用性和有效性得到不断加强,选民参与水平得到不断提高。From 1931 to 1934,the Provisional Central Government of the Soviet Republic of China relied on the stable social environment of the Central Soviet Area, and carried out the democratic election system of the Soviet representative in the Central Soviet area. On the basis of the investigation of population in rural areas,the elec-tion area is divided into five levels. By summing up the experience of the implementation of the electoral policy, the scope of the electorate has been gradually relaxed, the two - way relationship between the representative and the voters has been emphasized, and the proportion of each class has been clarified. In the process of continuous development and improvement of the electoral policy, the applicability and effectiveness of the Soviet congress system has been strengthened, and the level of voter participation has been continuously improved.
