全球化下的墨西哥的IT产业和互联网治理

摘　　要：报告主要讨论墨西哥政府如何在第三波全球化的信息革命中,透过系列政策改革,成功引导墨西哥在电子产业发展、数字应用、电商消费市场等方面的转型。尽管墨西哥存在着电信网络建设基础设施薄弱、产业发展滞后以及城乡数字发展鸿沟大等先天不利因素,然而凭借与美国市场邻近的地理优势,该国政府透过推动发展国家数字战略以及系列联邦扶持计划,培养提升IT人才并协助中小企业转型,成功跻身世界第三大IT服务出口国。同时,在活络数字市场的发展与应用上,墨西哥政府一方面推动电子政务,引导全民公共参与;另一方面进行电信法改革,打破产业内垄断。The paper examines how Mexico successfully transformed its IT industry and fourished its digital development by carrying out governmental supportive policies, such as ‘National Digital Strategy’ and a serious of federal supportive programs. Mexican great achievements are refected： First, it has become the world’s third-largest IT services exporter due to the government paid attention to cultivate and upgrade its IT talents and provided helps to the small and medium-sized SMEs enterprises. Also, its geographic advantage which is near to the US, huge electronic consuming market, provides Mexico a good opportunity to develop its IT industry; Secondly, for flourishing the digital application by its citizens, Mexican government encouraged more public participation by providing different e-government platforms. At the same time, the reform of telecommunication law was enacted to break the monopoly of the telecommunication industry and lead free market competition.
