摘　　要：《蒙特利尔议定书》第28次缔约方会议通过了削减氢氟烃(HFCs)的修订案,规定了发达国家和发展中国家有责任、有区别地削减HFCs的生产和消费量的进度表;同时也提出了有关能效、安全标准、充资和定期数据报告的义务等问题。针对该修正案,提出了个人解读、述评与倡议。The amendment of Montreal protocol tot phasing aown hydrofluorocarbons （HFCs） was passed at the 28th conference of the parties to the Montreal protocol. It provides the phase-down schedules of HFCs production and consumption in a responsible and differential manner for developed and developing countries, respectively, as well as their obligations on energy efficiency, safety standards, financial and regular data reporting. Puts forward author＇s personal interpretation, comments and proposal on the amendment of Montreal protocol for phasing down hydrofluorocarbons.
