旅游扶贫背景下乡村旅游开发模式的研究

摘　　要：[目的]旅游扶贫在脱贫攻坚工作中具有天然独特的优势,是旅游资源丰富地区农民脱贫的重要手段,是解决旅游资源富集但贫困地区的有效途径。因此,加快乡村旅游业的发展,既可以保护自然资源环境,建设生态文明,又有利于贫困地区农民摆脱贫困走向富裕。[方法]文章以旅游扶贫为背景,分析旅游扶贫的特征特色,提出人、自然和旅游三位一体的"立体化"乡村旅游模式及以政府为依托,科学制定乡村旅游扶贫规划,农业与旅游共同发展的"政府扶持,农旅互助"的旅游扶贫模式。[结果]基于上述分析指出以旅游扶贫为契机,发展招商引资;以旅游项目启动扶持为重点,推动造血式扶贫机制的形成;提高当地农民的参与意识和管理能力;将旅游扶贫计划纳入国家扶贫体系中等4个方面针对性对策建议。[结论]为寻找乡村旅游开发工作的具体对策以及布局旅游扶贫发展模式提供策略,且对今后的乡村旅游扶贫发挥着重要的理论意义,以期实现更多地区脱贫和旅游发展的双赢。With its unique natural advantage in poverty - relief program, pro - poor tourism is an important means to help people in areas that are rich in tourism resources to shake off poverty, and it is also an effective way to solve the conflict between rich tourism resources and poor local economy. Therefore, speeding up the development of rural tourism not only protects natural resources environment to build an ecological civilization, but also is conducive for poor people to getting rich. On this background, this paper analyzed the features of pro - poor tourism, and pro- posed a three - dimensional rural tourism mode in which people, nature and tourism were a trinity. This mode tried to promote the development of agriculture and tourism by a pattern of ＂government - favored, mutual aid of agricul- ture and tourism＂ based on the scientific planning. Four corresponding countermeasures and suggestions for the de- velopment and mode of rural tourism were proposed, such as inviting investment, fostering the blood - making pov- erty alleviation system, raising the participation awareness and management skills of local people, and emerging the pro -poor tourism into the national poverty alleviation system. Theoretically, the paper can provide a support for rural pro - poor tourism and achieve a win - win situation of poverty eradication and tourism development.
