摘　　要：当前,我国东北老工业基地面临地区竞争能力下降,传统产业衰退趋势明显,体制机制障碍依然突出,工业自主创新能力不强等难题。同时,东北老工业基地全面振兴的工业基础良好,科技创新和人才资源潜力巨大,国家振兴东北老工业基地战略决策的大力支持,"中国制造2025"制造强国战略的全面实施,是推进东北老工业基地供给侧结构性改革的重要优势。推进东北老工业基地供给侧结构性改革,需要加快建立适应市场需求的现代企业制度,加大力度培育富有竞争力的市场主体,支持创新驱动东北地区制造业转型升级,进一步提升东北地区开放型经济水平。At present, the old industrial base in northeast in China is facing the problems, such as the weakening competitiveness ability of region, the recession trend of the traditional industry is obvious, institutional hurdles still outstanding, and the independent innovation ability of industrial is not strong. At the same time, the industrial foundation of comprehensive revitalization of northeast old industrial base is good, the technological innovation and talent resource potential is tremendous, the support of the national strategy decision of the revitalization of northeast old industrial base is strong, the full implementation of the strategy of ＂made in China 2025＂ of manufacturing, those are important advantage of the promoting of the structural reforms of the supply side of the northeast old industrial base. The promotion of the structural reforms of the supply side of the northeast old industrial base under the new normal need to speed up the building of the modem enterprise system to meet the market demand, intensify efforts to foster competitive market main body, support innovation driving the transformation and upgrading of manufacturing industry in northeast china, further enhance the level of the open economy in northeast China.
