我国基本养老保险关系城乡转移接续政策研究

摘　　要：我国城乡居民社会养老保险和城镇职工基本养老保险转移接续制度存在缴费年限单向认同、积累基础养老金权益得不到保障等问题。基于此,文章提出城乡居民社会养老保险和城镇职工基本养老保险个人账户转移接续宜采取个人账户积累合并形式;基础养老金宜采取缴费年限合并计算确定参保人受益资格,并按实际缴费年限计算职保基础养老金,然后由职保待遇领取地发放养老金的转移接续方式。This article analyzes the lack of portability of services in social insurance, and benefit is the main cause of loss in pension benefit associated with job changes between urban and rural areas. The article suggests that the number of years of service in the urban and rural system shall be totalized, the amount of benefit to be paid shall be on the actual contributions that the insured person has paid to urban system, and the competent institution paying to the insured person is associated with who shall pay the urban Basic pension.
