摘　　要：在现代化的社会经济中,保护环境的目标责任机制与评价考核制度中涵盖设定环境目标,分配落实环境指标、考核环境指标评价等方面。设定保护环境目标应顾全环境效益与经济效益的均衡,重视保护环境的目标转向保护环境的指标;并且十分重视考核人员与考核单位的有效整合。In the modem social economy, the target responsibility system and evaluation system of environmental protection include the setting of environmental objectives, the allocation of environmental indicators and the evaluation of environmental indicators. Setting goals for environmental protection should consider the balance between environmental benefits and economic benefits, and pay attention to the transformation of environmental protection fi＇om target to index. Moreover, we should attach great importance to the effective integration of assessment personnel and assessment unit.
