摘　　要：本文回顾了高速铁路基础研究联合基金(第一期)5年的实践历程,从战略定位、实施绩效和管理工作等方面对高铁联合基金实施的绩效评估结果作了介绍和分析,并对已签订的高铁联合基金(第二期)提出展望。分析结果对丰富国家自然科学基金绩效评估的理论与实践体系,提升联合基金的资助绩效和管理水平都有较好的借鉴意义。The paper reviewed the five-years practice course of the Joint Fund for Basic Research of High Speed Railway （Phase Ⅰ）, introduced and analyzed the performance evaluation results of the Joint Fund for Basic Research of High Speed Railway in the aspects of strategic positioning, implementation performance and management. We also put forward the prospect of the Joint Fund for Basic Research of High Speed Railway （Phase Ⅱ ）. These analyses will give a good reference for enriching the theory and practice system of the performance evaluation of National Natural Science Found and improving the funding performance and management level of the Joint Fund.
