夏商基层社会的邑和丘

摘　　要：夏商基层社会的邑属最小居民行政单位,受贵族统治管理。井田制是殷商的重要土地制度,井田的农业劳动者是众人、邑人,他们又是王师的武装力量。商代民众普遍居住的丘,亦是国家基层地域单位,被纳入行政管理序列。夏商高度重视基层社会管理,中央设有专门政府机构管理基层。基层的邑和丘的行政管理,邑子主管邑内事务,丘小宰和小丘臣管理丘。夏商从中央到地方已经建立起一套完整的政治制度治理基层社会,夏商创制的基层社会管理模式为其后的西周所继承,并为后世不断发展完善。Yi of the grass -roots society in Xia Dynasty is the smallest administrative unit of the residents, which is ruled by aristocracy. The ＂nine squares＂ System is the important land system of Shang Dynasty, and Zhongren or Yiren cultivate the ｜and which is owned by the slave owner. They are the armed forces of the King of Zhou Dynasty. Qiu which the common people live in is also the national basic geographical unit, and it is incorpo- rated into the administrative sequence. Xia and Shang Dynasties attach great importance to social management at the grassroots level, and the Central government set up the institution to manage the grass - roots society. Yizi is in charge of the administrative affairs in the Yi, and Qiu Xiaozai and Xiao qiuchen are responsible for the management of administrative affairs in Qiu. Xia and Shang Dynasties from the central to the local have established a complete set of political system to govern the grass - roots society. The mode of the grass - roots social management in Xia and Shang Dynasties is inherited by later Western Zhou Dynasty, and it is developed and improved by the later dy- nasties.
