民众对机会公平的期待——基于当前民众平等公正意识的现状调查

摘　　要：平等与公正作为现代政治文明的核心理念,一直为中国共产党和中国人民所不懈追求。但不容忽视的是,形形色色的不平等和不公正现象在当下中国社会依然广泛存在,并引发着普通民众的不满。通过前期对民众平等公正意识的调查,发现城市居民要比农民对当下社会的不平等不公正感受更为强烈,而他们的不满主要集中在教育、住房、就业及个人奋斗等层面。通过进一步分析,认为民众的不公平感受大多源于当前社会中特权的普遍存在和机会公平的缺失。结合机会公平的实现机制和民众的诉求,从实施"依法治国"、健全公共服务体系、共享国民待遇、营造公平的创业环境、继续大力反腐等五个方面回应了民众对机会公平的期待,最大限度地保障机会公平的实现。As the core concept of modem political civilization, equality and fairness have always been the unremit- ting pursuit of the CPC and the Chinese people. But what can not be ignored is that all kinds of inequality and injustice in the current Chinese society is still widespread, and lead to dissatisfaction with the general public. It is found that ur- ban residents have stronger feelings of injustice and inequality than peasants, and their dissatisfaction mainly concen- trates on education, housing, employment and personal struggle. Through further analysis, it is believed that the popular feeling of unfaimess is mostly clue to the prevalence of privilege in the current society and the lack of fairness of oppor- tunity. The fairness of opportunity and the people＇s aspirations, from the implementation of the ＂rule of law＂, improve the public service system, share national treatment, create a fair business environment, continue to vigorously fight a- gainst corruption and other five aspects of the people respond to the expectations of fair opportunities, and limit the pro- tection of the fair realization of opportunities.
