构建京津冀国际化资源共享平台,带动河北省来华留学事业发展  

On the Development of Overseas Student Education in Hebei Province by Establishing the Beijing-Tianjin-Hebei International Resource Sharing Platform

摘　　要：河北省毗邻京津地区的地理特点,成为其来华留学教育事业发展的一把双刃剑,既享有便利的交通,又存在"大树底下不长草"的招生劣势。京津地区拥有很多知名高校,享有各类优质资源,对外国留学生的吸引力远大于河北省。建立一定区域的高校国际化资源共享平台是区域高校实施来华留学战略联盟的有效途径。本文立足高校来华留学教育特色,发挥地方政策引导功能,构建国际化资源共享平台,形成政策牵引的区域高校来华留学战略合作机制,从而让河北省来华留学教育从"大树底下不长草"转变为"大树底下好乘凉"。Hebei Province is adjacent to Beijing and Tianjin, which is a double-edged sword for the development of overseas student education in Hebei, bringing convenient transportation, but also affecting the recruitment of students. Beijing and Tianjin have many well-known colleges and universities, and enjoy all kinds of high quality resources which attract more overseas stu- dents. To establish a regional university internationalized re- sources sharing platform is an effective way to implement the strategic alliance of overseas student education. Based on the characteristics of overseas student education in China, we should give play to local policy guidance function, build an internation- alized resources sharing platform, and form a policy-driven re- gional strategic cooperation mechanism for overseas student edu- cation in China, so as to create more opportunities for overseas student education in Hebei Province.
