摘　　要：南通紧抓多重国家战略叠加形成的机遇期,积极向海洋要空间、要资源,全面实施"江海联动""陆海统筹"战略,通州湾港区的开发建设,通过形成规模化的产业用地和港口岸线,不仅可以为南通市及苏北经济社会发展提供重要支撑,还将成为长江三角洲区域经济一体化发展的重要保障。概括分析国家战略下通州湾港区发展的资源、战略、区位优势;重点探讨通洲湾港口开发对沿海滩涂围垦的需求,包括港口建设、港城发展、产业发展需求;阐述通州湾港口开发建设的意义,充分肯定通州湾港区在拉动长江经济带发展和促进上海航运中心建设中发挥重要作用。Nantong seizes the opportunity, actively to the ocean space and resources, fully implement ＂interdynamic development of the river and sea＂ and ＂co-ordination of land and sea＂ strategy, the development and construction of Tongzhou Bay Port, through the formation of large-scale industrial land and port shoreline.It not only can provide important support for economic and social development in Nantong and Northern Jiangsu, but also will become an important guarantee for the development of regional economic integration in the Yangtze River deha.This paper summarizes the development of the national strategy of Tongzhou Bay Port resources, strategy and location advantage; focuses on the development of Tongzhou Bay Port demand for coastal beach reclamation analysis： port construction requirements, city development needs and industry development needs; it expounds the significance of the development and construction of Tongzhou Bay Port, fully affirms the Tongzhou Bay Port in promoting the development of the Yangtze River economic belt and promotes the construction of Shanghai shipping center play an important role.
