摘　　要：网络化治理作为一种新的社会治理模式,能够适应复杂性、不确定性社会的有效治理。转型时期中国社会是一种典型的复杂性、不确定性社会,它具有"风险社会"的某些特征,存在价值碎片化、主体多元化、客体棘手化以及介体复杂化等四种复合困境。受限于自身的局限性,科层治理和市场治理等传统社会治理模式难以应对转型时期社会治理过程中的复合困境。基于对传统社会治理模式的反思,网络化治理以反思理性的"复杂人"为逻辑起点,通过构建多种形式的社会治理网络,避免了传统社会治理模式的局限性,在一定程度上能够破解转型时期中国社会治理中的复合困境,所以,创新社会治理实践,推动社会治理现代化的发展,网络化治理可以成为可资利用的有益尝试。Network governance as a new model of social governance can adapt to the effective management of the complex and uncertain society. China＇s society in transition is a typical complex and uncertain society,it has some characteristics of the risk society. There are four complex dilemmas, they are fragmented value, diversification subject ,thorny object and complex mediator. Limited by its own limitations, traditional social governance models such as bureaucratic governance and market governance are difficult to cope with the complex dilemma in Chinese social governance during the transition period. Based on the reflection of traditional social governance model,network governance to rational ＂ complex＂ as a logical starting point,through the construction of various forms of social governance network to avoid the limitations of traditional social governance model, in a certain extent it can solve the complex dilemma of the China＇s social governance in the transition period. Therefore, the practice of innovative social governance,to promote the development of social governance modernization,network governance can become useful to try.
