摘　　要：高校既是人才聚集、培养高层次人才的重要场所,也是科学研究的重要高地。随着高校对科研工作重视程度的不断提升和科研项目数量的日益增加,不仅加大了科研项目管理的工作量,而且对科研项目管理的方式方法提出了越来越高的要求。只有强化科研项目管理人员的服务意识,提高科研项目管理人员的业务能力,遵循科研规律和动态管理原则,构建科研项目动态管理体系,实行科研项目动态管理,注重科研项目管理每一个环节的评估监督,才能提升高校科研项目的立项率、结项率、优秀率和转化率,促进高校科研实力不断登上新的台阶。Universities are not only places to gather and cultivate high-level intellectuals, but also a vital highland for scientific research. With the constantly increasing attention being paid to scientific research and more and more researching program being carried out, universities not only have put more efforts in researching program management, but also focused more on the management approaches. Only through enhancing the sense of service and professional competence of program administrators, follow- ing scientific and dynamic rules of administration, constructing dynamic management system of researc- hing program, managing program dynamically and paying attention to the assessment of each segment in program management, can more researching program be set and accomplished, the excellence and transformation rate be increased and research capacity be enhanced.
