我国体育行政主体内涵与外延的确认——基于公共行政的视野

摘　　要：在公共行政改革的背景下,我国体育行政管理改革的实质就是将政府掌握的部分权力和资源转移给社会,这一改革必然影响着体育行政主体的内涵与外延。在对公共行政发展,行政主体、体育行政管理发展变革梳理的基础上,明确了我国体育行政主体内涵,提出体育公共行政权是确定体育行政主体的主要依据,其深刻反映了体育行政分权和体育管理主体多元化的现实。依据内涵界定出了体育行政主体的外延不仅包括作为固有型体育行政主体的各级人民政府、各级体育行政机关及其他行政机构;作为过渡型体育行政主体的法律法规授权的事业单位、体育社团组织;还包括衍生型体育行政主体的社会性体育社团组织。In the context of public administrative reform, the essence of Chinas sports administration reform is to transfer the part of government sports authority and resources to the community. This reform, to some extent, has an impact on the sports administrators connotation and denotation. This paper, based on the analyses of Chinas public administration development, administration subject, and the sports administration system changes, clearly points out the intension of sports administration subject of our country, and that the sports public administration power is the basis for the determination of the sports adminis-tration body. Also it profoundly reflects the decentralization of sports administration and the diversification of its administration body. According to its intension,sports administration body can be extended including not only the governments at all levels, intrinsically as the sports administration body, sports administrative organs at all levels and other administrative organizations but also the organizations and public institutions of sports, authorized by law, as the transitional sports administrative body; it also includes derived sports administrative body, non - profit sports organizations.
