基于人居安全视角的化工园区安全管控模式研究——以大连市为例

摘　　要：通过分析大连市化工园区发展现状、存在的主要安全风险及其对人居环境的影响,结合大连市化工园区发展存在的问题,提出了基于人居安全的化工园区安全管理控制模式,即"一种思维(社会化综合治理思维)、一套理论(化工园区安全风险评价方法和生产安全管控模式)和多项举措(化工园区安全管控新措施)的1+1+N模式",并提出了确保安全管控模式顺利实施的相关建议。By analyzing the current situation of the development of Dalian chemical industry zone, the main safety risk and its impact on environment, combined with the existing problems in the development of Dalian chemical industry zone, based on the human settlements security of chemical industrial park manage- ment control mode, namely ＂a kind of thinking （social comprehen- sive thinking） a theory （chemical industrial park security risk assessment method and production safety control mode） measures （chemical industrial park safety control measures） of 1 ＋ 1 ＋ N＂ mode, and puts forward some Suggestions to ensure smooth implementation of safety control mode.
