澳大利亚专利药价格谈判管理经验及其对我国的启示

摘　　要：作为全球药品价格谈判管理的先驱,澳大利亚的专利药价格谈判制度已趋于系统成熟,在平抑医药费用过快上涨以及保障患者用药可及性等方面均发挥了积极作用。本文系统剖析了澳大利亚专利药价格谈判管理体系的构成,结合实证研究数据对其谈判管理取得的成效进行综合评价。最后,从制度体系设计、谈判依据选择以及医保政策衔接三个方面对我国医改提出启示性建议,以期对我国专利药价格管理机制改革有所裨益。As first carried out in Australia, the price negotiation system of patent drugs in Australia has been matured systemically. It has played a positive role in con- trolling the excessive growth of medical expenditure and ensuring patients＇access to drugs. This article analyzed the constitution of price negotiation system of patent drugs in Australian systematically. Then it comprehensively evaluated the results of negotiation management combining with empirical research data. Finally, we gave some inspiring suggestions about system design, the negotiations on the basis of selection and health policy cohesion, in order to provide benefit for improving China＇s patent medicine price management mechanism reform.
