养老服务业供给侧结构性改革的可行性路径探索——基于PPP模式

摘　　要：当前我国养老服务业在供给的结构上存在"一床难求"与"床位闲置"共存、养老服务层次不均及养老服务的功能性结构缺位严重等问题。文章通过对养老服务业结构性问题的归因分析,认为造成此问题的原因主要有政府财力不足、社会力量的参与不充分及"医养结合"模式发展中存在不足。最后,文章以PPP模式为理论基础,从增加供给、调整结构、促进发展的角度来应对养老服务中的结构性问题。Now, there are some problems exists in the supply structure of pension services. ＂It is hard to find a bed＂ and ＂beds available,＂ are coexistence. The pension service level is uneven and the absence of the functional structure of endowment service is serious. Through analysis to the attribution of endowment service industry structural problems, we think that the reason of this problem are mainly that insufficient government finances, the participation of social force and the shortcomings in ＂treatment combined with attendance ＂mode. Finally, based on the theory of PPP model, this paper tries to deal with structural problems in pension services from increasing supply, adjusting structure, promoting development.
