摘  要:针对现有新能源电站稳定运行控制难、配电网协调控制灵活性较差以及发电利用效率低等问题,提出了新能源电站保护控制层、配电网调度控制层和新能源电站并网接入层的层次化结构研究模式和整体解决方案。在上述三层结构的基础上,深入研究基于功率频谱在线分析的新能源分布式电源功率波动平抑、基于给定调度关口功率的分布式电源最优控制等各类关键技术,实现在保证配网安全稳定运行和新能源电站最佳角度同期并网的前提下,提高新能源电站供电可靠性以及新能源接入以后电能质量。For existing problems of stable operation for new energy power station, weak flexibility for network distribution and coordination and low utilization efficiency of new energy power generation, a hierarchical research model including protection control layer and grid access layer in new energy power station and coordination layer of power distribution network is proposed, which aim at solving the operation mechanism, coordination and grid access problems as a whole. Based on the above three layers structure mode, a series of technology is proposed, which including power fluctuations smoothing in new energy distribution based on the analysis of power spectrum online, optimal control of distributed power supply based on a given scheduling threshold power. On the guarantee of the synchronized grid-connectionand safe of stable operation of distribution network, the power supply reliability and power quality of new energy power station are improved.
