摘 要:学界普遍认为政治-行政二分理论对行政学的发展和政府管理体制的设计起了重要作用。但是反观历史发现,早期的行政学家并没有明确提出政治-行政二分,他们只是认为行政不同于政治,希望行政能够从纷乱的政党政治中摆脱出来,以更好提升软弱的国家行政能力;而对行政参与政策制定是默许的,因为这丝毫都不影响国家行政能力的提升。在这种思想的影响下,美国进行了一系列提升国家行政能力的改革,推动国家治理的现代化。所以说,关于政治-行政二分理论,早期的行政学家关注的不是"分",而是"行政",也就是国家行政能力的提升,从而推动国家治理的现代化。Academic circles generally believe that the principle of politics-administration dichotomy has an important role on the development of Public Administration and design for gov- ernmental system. However, it is found through history that early administrative theorists did not propose the principle of distinct politics-administration dichotomy, but thought administration different from politics and hoped to dismiss the former from the latter to promote the low level of administrative capacity. And they tacitly agreed administration could take part in policy-making, because this had no effect on promotion of administrative capacity. Under the influence of the thought, the Americans carried out a series of reform to advance administrative capacity and promote modernization of the state governance. In short, as to the principle of politics-administration dichotomy, early administrative theorists did not focus on dichotomy, but rather on administra- tion, advancing administrative capacity and promoting modernization of state governance.
