摘　　要：党的十八届三中全会提出赋予农民更多的财产权利,并部署了农村土地制度改革三项试点。农民土地财产权利受侵害的主要原因不仅在于农村土地产权残缺和政府权力未受到限制,还在于农民财产权利保护机制的缺乏。应建立以集体成员权为核心的农民财产权利自我保护机制,在成员权资格认定、权利内容、权利行使与救济等方面构建系统化的制度体系,促进农村土地制度改革取得实效。The Third Plenary Session of the 18th Central Committee of the CPC proposed to give farmers more property rights, and launched three pilots for rural land system reform. The root cause of the damage of farmers~ land property rights lies not only in the incomplete rural land property rights and the unrestricted government power, but also lies in the lack of the protection mechanism of farmers＂ property rights. In order to promote the rural land system reform to have actual effects, it is necessary to establish the self-protection mechanism for property rights with the core of the farmers collective member rights, and build the legal system in the farmers collective member qualification, rights content, exertion and remedy of member rights.
