摘 要:随着国家健康建设上升为国策,健康在社会建设中的地位和作用相应发生了变化。环境规制的目的是为了经济和社会的可持续发展,健康是经济和社会发展的更高层次。环境规制作为健康国家建设的重要抓手和健康的重要载体,反映着健康治理水平,环境规制也就当然地承载了健康优先责任。环境规制与健康优先具有辩证统一性,环境规制需要健康需求的科学供给和利益相关方对健康优先责任的共同担当,健康优先需要环境规制的系统性立法保障,全球健康需要各国环境规制的协同创新。With the ascension of national health construction to be a national policy, the status and role of health in social construction has correspondingly changed. As an important starting point of a healthy nation construction and an important carrier of health, environmental regulation reflects the level in health governance, which will certainly take priority responsibility for health. There is a dialectical unification between environmental regulation and health priority responsibility: environmental regulation needs a scientific supply of health demand and the common responsibilities from related interest parties on health priority responsibilities ; meanwhile, health priority needs systematical legislation guarantee of environmental regulation. And, the global health requires collaborative innovation from environmental regulations all over the world.
