摘　　要：从社会治理的角度看,城市精神建设是柔性社会治理的重要手段。城市精神建设的实质是以人为本;宗旨是促进城市认同,使城市成为市民的精神共同体;目标是增强城市软实力,提升竞争力。城市精神建设的内容从外在形式上看,直接表现在提炼和确立各具特色的城市精神表述语,并组织宣传和贯彻落实,让市民理解和内化;从内在质料上看,需要结合政府公共政策中所一贯坚持的柔性社会治理的基本内容并与之保持一致,主要是强化社会主义核心价值体系建设和市民素质建设。加强柔性社会治理,提高城市精神建设科学化水平,要求城市精神提炼规范化、科学化;城市精神的内容要切合实际,实事求是;城市精神建设要注重实效性和长期性。From the perspective of social-governance, the spiritual construction of city is a kind of important means of soft social governance. The essence of the spiritual construction of city is to take man as the foundation, and the dream of it is to promote the identity of city then the city should become spiritual community in the citizens＇ eyes. Moreover, the aim of the spiritual construction of city is to make the soft power and the competitive strength stronger. The content of the spiritual construction of city includes refining every special spirit of city then to propagate and practice it. More importantly, the core value of socialism and citizens＇ qualities should be consolidated. The refining of the spirit of city should be normalized and seientized, the content of it should be practical and realistic, and it should also be effective and lasting.
