农村政策执行中村干部“非自主性”行为研究

摘　　要：村干部的行为选择是农村政策能否得到有效执行的关键环节。乡村社会的复杂性常常使得农村政策的表达和实践出现背离,将公共政策的执行嵌入乡村复杂的环境中来探讨村干部的行为逻辑,我们会发现此时的村干部往往身陷非自主性的状态中,以至于政策的有效性大打折扣。The choice of village cadres＂ behavior is the key to whether rural policy can be effectively implemented. The complexity of rural society often makes the expression and practice of rural policy deviate from the implementation of public policy embedded in the complex environment of the village to explore the village cadres of the logic of behavior, we will find that the village cadres are often caught in the non-autonomous state so that the effectiveness of the policy greatly reduced.
