2016年度辽宁省三级医院临床用血及输血科(血库)管理情况的调查及汇总分析

摘　　要：目的调查分析2016年辽宁省三级医院临床用血及输血科(血库)的管理现状,为更好地规范及完善本省的临床用血及输血科(血库)的管理提供依据。方法根据辽宁省临床用血质控中心组织制定的《2016年度辽宁省市级医疗机构输血科(血库)检查细则》及《2016年度辽宁省医疗机构临床用血质量管理检查评分细则》,对辽宁省48家三级医院临床用血管理及输血科(血库)科室管理进行评分,评分结果汇总后应用SPSS软件分析各城市三级医院总分及单项平均分。结果以百分制计算,全省48家三级医疗机构输血科(血库)科室管理总分平均分为83分,单项平均分分别为组织与管理(4.6分)、功能与任务(3.7分)、科室设置(7.6分)、人员配置(3.6分)、仪器设备(7.7分)、试剂与耗材(9.6分)、安全与卫生(4.4分)以及科室业务管理(41.8分);临床用血管理总分平均分为86.5分,单项平均分分别为组织与职责(8.8分)、医务部(17.8分)、护理部(8.9分)、输血科(4.3分)、麻醉科(2.9分)以及临床科室(43.8分)。结论总体上本省三级医院的临床用血及输血科(血库)管理比较规范,但仍存在监督、管理及制度落实不到位,输血科基础建设及人才配备欠缺等诸多问题。Objective To investigate and analyze the management status of the clinical blood transfusion and blood transfusion department in tertiary hospitals in Liaoning province in 2016, in order to provide reference for standardized management.Methods According to the ＂Inspection Guidelines of Transfusion Department＂ and ＂ Inspection and Grading Rubrics of Clinical Blood Transfusion＂ for municipal medical institutions in Liaoning province in 2016 established by Clinical Blood Transfusion Quality Control Center, clinical blood transfusion and transfusion department management in 48 tertiary hospitals in Liaoning province were evaluated. SPSS software analysis was used to calculate the total score and single average score in each city. Results Using a centesimal system, a total score of 48 tertiary hospitals in management of the clinical blood transfusion and blood transfusion department was 83 and 86. 5, respectively. The single average scores in blood transfusion departments were 4. 6, 3.7, 7.6, 3.6, 7.7, 9. 6, 4. 4 and 41.8 for organization and management, functions and mission, department facility, personnel and material allocation, reagent safety, sanitation, and business management, respectively. The single average scores in clinical blood transfusion management were 8.8, 17.8, 8.9, 4. 3, 2. 9, and 43.8 in organization and responsibility, medical department, nursing department, anesthesia department and clinical departments, respectively. Conclusion In general, the management of the clinical blood transfusion and blood transfusion department of provincial tertiary hospitals meets the current standards. However, there are still some problems to be resolved, such as the absent role of supervision and management, and the lack of infrastructure and sufficient personnel in transfusion department.
