摘　　要：在能源—经济关系理论阐述的基础上,重点分析了能源强度与能源消费弹性系数这两个指标,并结合杭州市能源消费与经济发展情况进行了具体分析;研究了杭州市节能的形势与问题;提出了"一个坚持三个转变"的观点;指出了杭州市促进节能工作要实现的四个转变;构建了"工程、管理、结构调整"三位一体的节能政策体系;进行了促进杭州市能源节约、建设低碳生态城市的制度模式设计。研究认为:必须对杭州市经济"增长"的资源路径和技术路径进行重大的调整,才能实现杭州市发展的低碳转型。The energy-economic relations theory expounded on the basis of the analysis mainly focused on the energy intensityand energy consumption elasticity coefficient of the two measures. The paper has also carried on the concrete analysis incombining the energy consumption with economic development of Hangzhou; The paper studies the situation and problems ofenergy saving of Hangzhou, puts forward ＂a stick to three shift＂ point of view, points out that Hangzhou promotes energy savingwork to realize the four transformation, builds ＂engineering and management, structural adjustment＂ energy conservation policysystem, promotes energy conservation in Hangzhou city and constructs low carbon ecological system pattern design of the city.The research suggests： it is urgent to make adjustments on the path of Hangzhou economic ＂growth＂ resource and technology,and it can realize the low carbon transformation of Hangzhou City development.
