京津冀横向生态补偿机制的财政思考

摘　　要：京津冀地区的环境问题已成为社会的焦点问题,环境治理问题需要政府的力量,从竞争走向合作是京津冀协同发展过程中财政行为的必然趋势,协同发展会对京津冀的环境补偿有着重要的促进作用。从财政视角构建京津冀横向生态补偿机制,在对京津冀流域上下游地区居民补偿意愿进行调查的基础上,选择条件价值法和机会成本法对京津冀横向生态补偿标准进行量化,提出京津冀横向生态补偿财政转移支付资金的获取途径以及完善有关生态补偿法律法规和监督机制构建的政策建议。The environmental problems in the Beijing-Tianjin-Hebei have become the focus of the society. Environmentalgovernance needs the power of government. From competition to cooperation is the economic trend of Beijing-Tianjin-Hebei economic circle, such a change will have an important role in promoting the environmental compensation of Beijing-Tianjin-Hebei region. The paper tries to construct the horizontal compensation mechanism of Beijing-Tianjin-Hebei regionfrom a financial perspective. Based on the survey of the compensation willingness of residents in the upper and lower reachesof Beijing-Tianjin-Hebei region, and choosing the conditional value method and the opportunity cost method to quantify thehorizontal ecological compensation standard of Beijing-Tianjin-Hebei region. This paper puts forward the way to get the fundsof horizontal transfer of ecological compensation from Beijing-Tianjin-Hebei region and the suggestions on how to perfect thelaws, regulations and supervision mechanism of ecological compensation.
