摘　　要：水污染物具有迁移转化和空间异质的特点,上下游排污主体的排污权交易可能产生环境污染"热点"问题,国内外学者对交易比率问题的研究有限,多维度的探讨仍然不足。论文以瓯江流域(温州段)为研究对象,采用流域分区、水环境功能区、经济发展水平三种方法,分别研究瓯江流域(温州段)的排污权交易比率以及排污权指标的区域调节问题。研究认为,流域分区方法以地形等为划分依据,根据分区上下游关系确定交易比率,计算结果精准,但所需的信息量较大、计算过程较复杂,且行政区划与流域分区不一致的问题无法解决,更适用于流域地形单一或排污权管理制度完善的地区。水环境功能区方法按污染因子浓度要求设计交易比率,方法简单易行,但精确度不高,适用于水环境功能区分布均匀的区域。由于许多情况下无法以交易比率实现精细化管理排污权指标,论文提出综合考虑区域经济发展水平、产业结构等因素,利用专项资金,推进排污权指标的区域流转。Water pollutants have the characteristics of migration, transformation and spatial heterogeneity. The emissions tradingtaken by upstream and downstream enterprises which are the main emission bodies, may produce the pollution ＂hot spot＂issues.Scholars have limited research on the issue of trading ratio, and the multi dimensions of discussion are still inadequate. This papertakes Oujiang River basin （Wenzhou reach） as an example, according to the three methods of basin district, water environmentalfunction zone and economic development, analyzing the issue of emission right trading ratio and its regional regulation. The studyshows that the basin district method takes the topography as dividing basis, defining trading ratio according to the relationshipbetween the upstream and downstream. Although the calculation results are accurate, the required information is large and thecalculating process is complex. Meanwhile, it＇s difficult to solve the inconformity between administrative divisions and basindistrict. The method is more suitable for the areas whose topography is single or their emission fight management systems arerelatively perfect. The method of water environmental function zone designs trading ratio based on the concentration of pollutants,this method is simple but the precision is not high, so it＇s more suitable for those whose water environmental function zone arewell-distributed. Most of the time, it＇s difficult to achieve the detailed management of emission rights just based on the tradingratio, we proposed that it＇s essential to comprehensively take the regional economic development, industrial structure and otherfactors into consideration, with the help of special fund to promote the regional transfer of emission rights.
