京津冀劳动力市场一体化评价及影响因素

摘　　要：利用相对价格法,对2005—2012年京津冀劳动力市场一体化程度进行了评价,并在服务经济这一时代背景下,重点探讨了京津冀服务业劳动力市场一体化进程,最后借助多元回归模型,对劳动力市场一体化发展的影响因素进行了探讨。结果表明:京津冀劳动力市场整合程度逐年提高,但一体化进程略滞后于服务业劳动力市场;不同城市服务业劳动力市场一体化指数差异较大,北京、廊坊相对较低,唐山、石家庄相对较高,另外,与其他城市不同,天津、沧州一体化指数呈下降趋势;不同类型服务业劳动力市场一体化程度不同,公共性服务业一体化程度最高,但却呈现出下降趋势;城市宏观产业结构及人力资本和城市间行政阻隔及商品市场一体化是影响京津冀劳动力市场一体化的主要因素,其次为城市产业内部结构、现代化基础设施建设等经济社会要素,而城市传统基础设施建设、经济外向度、政府干预能力及城市间地理阻隔对区域劳动力市场一体化影响较小。Based on relative price method, this paper evaluated the labor market integration of Jing-Jin-Ji Region at the municipal scale from 2005 to 2012 and mainly discussed the integration process of services labor market at the context when the world had entered a service economy era. And the determining factors of labor market integration were explored by means of regression analysis. The results showed that： （1） the integration degree of labor market increased gradually and was a little lower than service labor market. （2） The integration degree of service labor market was different among other cities. Beijing and Langfang were relatively low, while Tangshan and Shijiazhuang were relatively high. Besides, unlike other cities, the integration degree of Tianjin and Cangzhou showed a downward trend. （3） The labor market integration degree was different among different types of services. The integration degree of public services was the highest but presented a declining trend. （4） Macro industry structure and human capital along with administrative block and commodity market integration of cities were the main factors influencing the labor market integration of Jing- Jin-Ji Region, followed by the industry internal structure and modem infrastructure construction. However, the traditional infrastructure construction, economical extroversion, government intervention ability and geological barriers of cities make no difference on integration process.
