摘  要:随着社会经济的不断发展,配电网中的负荷日益呈现多样性和复杂性的特点,且不同类型负荷对电力系统可靠性和供电质量的需求各异,因此,开展基于多元化负荷接入特性对可靠性要求的配电自动化规划方法研究具有重要的理论与实际意义。以长沙市芙蓉区为例,首先分析芙蓉辖区内主要行业负荷的特性,结合行业特点确定不同负荷的供电可靠性需求;随后依据所辖区的供电可靠性规划、人工故障区域隔离时间、故障修复时间和故障率确定供电线路所需配电终端的数量,结合每条馈线的负荷类型、网架结构与分段开关的重要程度,确定配电终端的类型与布设位置;最后基于各类型设备的数据采集量与所辖区配电网的现状及规划,估算主站处理数据量,明确主站的建设类型及相应的软硬件功能配置。芙蓉区实施配电自动化后用户供电可靠性显著提高,其中永华线实施全三遥终端配置后供电可靠性从99.997 99%提升至99.999 46%,五一水泵线实施三遥与二遥组合终端配置后,其供电可靠性从99.993 55%提高到99.997 25%。With the development of social economy, the load in distribution network increasingly presents the characteristics of diversi- ty and complexity. Moreover, different types of load has different requirements on power system reliability and quality of power supply. Therefore, it is of theoretical and practical significance to research on power distribution automation planning method based on multiple load access characteristics with reliability requirement. This paper selects the load cycle, average load and peak valley ratio character- istics index as the theoretical basis of the load classification, and further explores the change law of the 8 kinds of load power consump- tion, fluctuations frequency and amplitude. Then the reliability requirement for each load is demanded by the characteristics of the in- dustry. Eventually the amount of distribution terminal and the structure of power network are optimized for various geographical and eco- nomic conditions. The proposed load distribution automation planning considering all kinds of load characteristics are applied in Furong district of Changsha, Hunan province. As a result, the power supply reliability of Yonghua line increases from 99. 997 99% to 99. 999 46% and Wuyi water pump line increases from 99. 993 55% to 99. 997 25%.
