昆明铁路局加强货运安全工作的实践与思考

摘　　要：随着货运组织改革的不断推进,昆明铁路局货运处主动融入现代物流发展,以问题和目标为导向,通过完善货装安全长效制度,强化货运安全重点控制,加强入箱技术创新管理,推进货装改革举措落实等实践,在提升货运安全水平方面取得明显成效,结合存在的货装队伍素质有待提高、装卸管理水平有待加强的问题,提出提升货运安全专业管理水平、强化风险预防和控制、提升货运安全工作质量和效率、提升安全运营管理水平及强化人员素质提升的对策,以确保昆明铁路局货运安全工作持续稳定。Following deep promotion of the freight transport reform, the freight department of Kunming Railway Administration actively fits in the modern logistics development. Taking the problems and objects as the guidance, through applying to the practices such as improving the long-acting system of freight loading safety, enhancing key controlling points of freight transportation safety, strengthening innovation management of box technology and promoting implementation of freight loading reform measures, effects can be obviously achieved in the aspects of increasing the freight safety level. Combining with the problems, for example, the performance of freight loading team needs increasing and loading management level needs strengthening, this paper puts forward countermeasures, such as increasing special management level of freight transportation safety, strengthening risk prevention and control, improving quality and efficiency of freight transportation safety working, increasing safety operation management level and enhancing staff quality, so as to ensure continuous and steady freight transportation safety working of Kunming Railway Administration.
