摘　　要："统账结合"是国内城镇职工基本医疗保险的实施原则和主要特征,其中个人账户的设置在特定的历史时期,对国内医疗保险制度改革起到了重要的推动作用。但是,随着个人账户问题的逐渐显现,人们对个人账户改革的呼声也越来越高。作者从个人账户的理论基础和主要模式入手,总结分析目前个人账户运行中存在的主要问题及其原因,并在此基础上结合部分地区个人账户改革实践,探讨国内个人账户改革的思路与对策。In China, the combination of the pooling and the individual accounts is the implementation principle and main feature of the urban employees＇ basic medical insurance. In the specific historical period, the setting of the individual account once played an important role in promoting the reform of China＇s medical insurance system. However, with the problems about the individual accounts emerging gradually, the requirement for reform is becoming increasingly urgent. Based on the fundamental theories and the main models of the individual accounts, this article summarizes the problems which exist in its running process and analyzes the causes. Furthermore, combined with the experiences of individual account reform in some areas, the thoughts and countermeasures on the individual account reform are discussed.
