全面“停伐”背景下重点国有林区职工家庭生计研究——基于生计资本对生计策略的影响视角

摘　　要：文章基于可持续生计分析框架,结合实地调查资料,构建了生计资本评估指标体系,对重点国有林区职工家庭的生计资本状况进行了定量评估,研究了生计资本与生计策略之间的关系,探讨了全面停止天然林商业性采伐政策对职工家庭生计的影响及家庭的行为响应。研究结果表明:重点国有林区职工家庭5种生计资本之间严重不平衡;4大林区职工家庭5种生计资本的分布状况与整个重点国有林区职工家庭生计资本的分布趋势基本一致,但各林区之间存在较大差异;职工家庭的生计资本状况影响其生计策略选择,其中,物质资本、人力资本和金融资本是推动职工家庭生计策略转变的重要因素;全面"停伐"政策对职工家庭的生计资本和生计策略带来深刻影响,而职工家庭也采取了诸多适应性策略。在此基础上,提出了相应的政策建议。Based on sustainable livelihood approach framework, index system of livelihood capital evaluation was set up, quantitative evaluation of the livelihood capital of worker households in key state- owned forest regions was made, the relationship between livelihood capital and livelihood strategies was studied, and the impacts of overall logging ban policy on livelihood of worker households and their behavioral responses were discussed by combining with field survey data. The results showed that the five kinds of livelihood capital of worker households were highly imbalanced. The distributions of five kinds of livelihood capital of worker households in four forest regions were consistent with the distribution trend of livelihood capital of worker households in key state-owned forest regions, but there was a big difference among them. Worker households＇ livelihood strategies were affected by the status of their livelihood capital, and physical capital, human capital and financial capital were important factors to improve the change of livelihood strategies of worker households. Profound effects on the livelihood capital and livelihood strategies of worker households have been brought by overall ＂logging ban＂ policy, and worker households have adopted a number of adaptive strategies. On the basis of the analysis, several policy suggestions were offered.
