从娱乐化视角看有奖类游戏厅对彩票投注站的影响——以彩票投注站为例

摘　　要：中国彩票是政府为筹集社会公益资金,促进社会公益事业而特许发行的。中国彩票发行的目的主要是为社会公益事业筹集资金。有奖类游戏厅是中国政府在特定地区逐渐尝试开展的游戏项目。论文针对有奖类游戏厅全面放开之后对彩票投注站的影响进行调研,其结论是短时期内有奖类游戏厅对彩票投注站的影响并不是十分明显,发现有奖类游戏厅顾客群体更倾向娱乐化的产品。与彩票类比,并针对以上问题提出应对措施,一是完善彩票法律法规;二是加强彩票业管理;三是推动彩票向娱乐化方向发展。Lottery is the only legitimate betting in China's Mainland, subject to strict government regulations. As a special licensed industry, the Chinese lottery is to raise funds of social welfare for government, as well as to promote social welfare undertakings. The purpose of the Chinese lottery is mainly to raise funds for social welfare undertakings. However, the prize game room is a game project that the Chinese government has gradually attempted to launch in specific areas. This paper aims at investigating the influence upon the lottery station after the full release of the prize game room. The conclusion is that in short period of time the lottery betting station is not very obviously impacted, since those customers to the game room tend to take entertainment products. It offers measures in analogy with lottery as followings. The first one is to improve the laws and regulations of lottery; the second is to strengthen the management of lottery industry; the third is to promote the development of lottery towards entertainment directions.
