摘　　要：文章主要从可持续发展理论的角度来解释可持续旅游以及可持续旅游与旅游减贫的关系。旅游减贫从实质上属于发展的问题,但是目前无论是政府部门、企业甚至是贫困人口本身更多地关注于旅游发展如何带来经济效益,很少有人从可持续旅游发展的角度看待减轻贫困的问题。通过研究发现旅游可持续与减贫可持续是互为因果的关系,在制定旅游减贫政策时,必须以旅游可持续发展为前提。This paper mainly explains the relationship between sustainable tourism and poverty reduction by developing tourism from the perspective of sustainable development theory. Poverty reduction by tourism is essentially a matter of development, but at present, government departments, enterprises and even the poor themselves are more concerned about how tourism development brings them economic benefits, with few peo- ple considering poverty alleviation from the perspective of sustainable tourism development.In this paper, it is found that tourism sustainability and continuous poverty reduction are of mutually causal relation. Sustainable tourism development must be prerequisite when the policy of poverty reduction by tourism is formulated.
