基于“动作轨迹”的新疆警察反恐能力研究

摘　　要：新疆警察的反恐能力,决定着新疆反恐形势的变化、影响着全国反恐形势的发展。应在速写新疆恐怖暴徒作案的"动作轨迹"的基础上,针对"动作轨迹",分析新疆警察面临的反恐课题;根据"问题分析",探讨新疆警察反恐的能力结构、能力体系和能力训练。新疆警察反恐能力是以反恐为中心、立足于预防和打击恐怖犯罪的反人的恐怖犯罪行为能力、反物的恐怖犯罪用途能力和反环境中的恐怖犯罪因素能力等的综合体,其还可细分为"断源"能力、"建线"能力和"强基"能力。Xinjiang police anti-terrorism ability determines the change in the situation of anti-terrorism in Xinjiang and affects the development of the national anti-terrorism situation as well. Based on ＇Action Trajectory＇ of Xingjiang terrorist mobs, this paper analysis the anti-terrorism issue faced by Xinjiang police, discusses the ability structure, ability system and ability training of Xinjiang police anti-terrorism. It points out that anti-terrorism capacity is a synthesis of the ability to prevent and attack terrorists, to prevent and attack the tools using by terrorists and to prevent and attack the elements of crime in the environment of terror. Meanwhile, it also can be subdivided into the ability to cut off the source, set up the first line of defense and strengthen basic construction of anti-terrorism.
