中国社区文化中心建设的政策内涵与发展特点——政策过程视角

摘　　要：社区文化中心作为社区居民满足文化康乐需求的场所,也是政府部门建构公共文化服务体系的一个重要环节。从政策过程视角,对政府部门社区文化中心政策文件内容和各地实践经验进行分析和总结,发现现阶段中国社区文化中心建设发展不平衡、地区差异大、呈现"自上而下"的行政化运作特征;上海社区文化中心建设已经进入成型期,其他各地则处于起步或成长阶段。政府行政和专业部门的设施分级配置和项目标准化政策需要与社区组织和居民"自下而上"的源动力相结合,通过完善社区参与机制,保证社区文化中心的建设方向和运营效果。Community cultural centers as locations for meeting cultural and recreational needs of community residents, are important sector of government departments for building public cultural service system. According to the policy process analysis of the content of the policy documents from the government departments and the practical experiences within China, we found that the development of community culture centers in China is unbalanced, the regional differences are large, and with common feature of ＂top-down＂ administrative operation. Construction and management of community cultural centers in Shanghai City has entered its molding period, and all other places are still in their initial or growing stage. The hierarchical structure of facilities and the standardization of project requirements identified by administrative and professional departments of government need to be combined with community organizations and residents＇ bottom-up sources so as to ensure the normal direction and operational effect of the community culture centers by improving the community participation mechanism.
