城乡转型背景下农户宅基地退出补偿机制分析

摘　　要：采用结构和半结构访谈、问卷调查等研究方法,利用SPSS 19.0和二元Logistic回归模型等工具对获取数据进行分析,揭示农户宅基地退出的影响因素和补偿机制,为政府制定政策提供依据.结果表明:(1)绝大多数农户不愿意退出宅基地,少数农户是基于合理补偿或其他条件的情况下才同意退出;(2)受访农户不愿意退出宅基地的原因比较复杂,主要是经济能力、传统习惯、家庭成员人数和区位因素等;(3)影响宅基地退出的主要因素有年龄、主要收入来源、宅基地面积、月消费水平、文化程度、是否愿意集中居住、性别的影响.据此,提出如下建议:首先,宅基地退出过程中,政府应充分尊重农户意愿,建立健全与宅基地退出补偿相"挂钩"的法律法规,保障农民合法权益;其次,建立农村宅基地退出与城镇住房衔接机制;再次,探索多样化的补偿方式,合理补偿.This paper shows the exit compensation mechanism of the rural residential land, and elucidates the influencing factors of the mechanism, aiming at supporting the decision-making. The data were collected by the structured interview, semi structured interview and questionnaire, and were analyzed through the binary logistic regression model and SPSS 19.0. Research results demonstrate that （1） only limited number of households might have willingness to renouncing the rural residential land if they are given a considerable compensation, and （2） there are many impede factors including economic capacity, tradition and customs, size of household, and locational factors, and （3）influencing factors of renouncing the rural residential land include age of residents, major income source, size of rural residential land, consumption level, education level, gender, and preference of centralized residence. Accordingly, the conclusions are that rural resident＇s rights and interests should be protected, and their willingness should be fully respected, and the legal and institutional mechanisms for exit compensation should be established, and these mechanisms should be linked to the urban housing system, and the diversity of compensation should be explored in order to compensate the renouncement reasonably.
