摘 要:政府购买已经成为我国公共体育服务的重要提供方式,得到了大力推广,并取得了显著成效。然而,我国政府购买公共体育服务的评估环节却存在着许多问题,如评估主体以政府为主、评估对象以承接者为主、评估方式以内部为主、评估指标以结果为主等。这些问题的成因可归结为:政府职能转变不彻底、购买评估制度不健全、评估理论和实践不成熟以及评估信息不对称等。上述问题可以通过加快政府职能转变,加大评估理论研究和实践探索,加速评估体制和机制建设几个途径解决,从而建立并完善政府购买公共体育服务评估体系。Government purchase,as one of the most important ways to provide public sports services,has been vigorously promoted and made remarkable achievements. However,assessment of government purchase of public sports service in China still faces various problems including that the government is the primary assessment body; the assessment objects are mainly undertakers; assessment method is mainly internal,and the assessment indexes are result-oriented. All of these problems result from: transformation of government functions is incomplete,purchase evaluation system is not perfect,assessment theory and practice are immature,and assessment information is asymmetrical. These problems can be resolved through accelerating the transformation of government functions,strengthening the study of assessment theory and practice,speeding up the construction of evaluation system and mechanism. By doing so can the assessment system for government purchase of public sports services can be established and perfected.
