摘　　要：美国农业国内支持削减问题是多哈回合农业谈判陷入僵局的根源,美国政府在后巴厘谈判的立场受制于2014年农业法案对其农业国内支持政策的调整。文章在对美国2014年农业法案调整的贸易扭曲性支持措施进行"归箱"研判的基础上,利用美国近年来的农业国内支持历史数据和2014年农业国内支持调整后的相关支出预算数据,根据《农业减让模式修正草案(第四稿)》的削减方案,对新法案实施后美国国内支持的OTDS、超微量AMS和棉花TAMS进行估计。分析认为,美国2014年农业国内支持政策调整很难将其OTDS、超微量AMS、棉花TAMS削减到《农业减让模式修正草案(第四稿)》要求的水平,即使其他成员愿意在市场准入方面让步,美国若不修改其农业法案,其后的巴厘农业谈判仍没有让步空间。The United States＇ Agricultural domestic support reduction is the mot of DOHA round agricultural negotiations＇ stalling. The US government＇s position in the Post-Bali agricultural negotiations is subject to the 2014 Farm Bill on the adjustment of agricultural domestic support policy. Based on the study and judgment on the WTO box attribute of trade-distorting domestic support policies in the 2014 Farm Bill, using the US data of agricultural domestic support in recent years and the budget data of 2014 Farm Bill, and according to the reduction plan of TN/AG/W4/Rev4, this paper evaluates the OTDS, AMS and TAMS. The analysis indicates that, the 2014 Farm Bill＇s adjustment of domestic support policies is hard to reduce its OTDS, AMS and TAMS to the required level by TN/AG/W4/Rev4. So, in the post-Bali agricultural negotiations, the US government＇s position is very difficult to change.
