供给侧改革视角下公共体育服务的转型升级及路径探析

摘　　要：供给侧结构性改革是我国公共体育服务实现转型升级,提高供给结构适应性和灵活性的必要举措。运用文献资料法、逻辑分析法、访谈法、系统方法对供给侧结构性改革的理论演进及公共服务产品的本质属性进行了逻辑检视。在剖析公共体育服务供需错配的现状的基础上,反思公共体育服务供给侧面临的现实困境。最后以供给侧结构性改革为视角,从供给机制、供给模式、供给市场化、供给精准化和供给法制化5个方面提出公共体育服务优质供给的路径。Supply-side structural reform is the necessary measure to realize the transformation and upgrading of the public sports service and improve the adaptability and flexibility of the supply structure. By using the methods of literature, logic analysis, interview and system method, this paper analyzed the theoretical evolution of the supply-side structural reform and the essential attributes of the public service products. On the basis of analyzing the current situation of the mismatch of supply and the demand of public sports service, it realized the realistic dilemma faced by the supply-side of public sports service. Finally, from the perspective of supply-side structural reform, this paper provided the path of quality service from five aspects： supply mechanism, supply pattern, supply marketization, supply precision and supply legalization.
