浅谈如何做好社会保险费征缴工作

摘　　要：在社会保障体系中,社会保险基金是最重要的组成部分,基金不仅表现在充足性,更为重要的是基金来源的可持续性,社会保险基金是社会保障的基石。社会保险工作的基础工作之一就是征缴且还要扩面征缴,近年来社会保险费征缴成为各方人士关注的焦点。在社会经济发展的新形势下,各种结构的调整与利益的冲突及各种体系的变革对这项工作进程带来了许多新的考验,也出现了新的问题,亟待解决。对策是加强舆论宣传;设计完善合理的社会保险征缴及奖励处罚方案;建立多重激励措施;扩大社会保险征缴范围;实现五险统一征收,加大惩处力度;适当降低社会保险费率;努力实现社保基金全国统筹。Social insurance premiums are the most important part within social insurance system. The premiums should be sufficient and sustainable in terms of origins, which lay the foundations for the social insurance system. One of the fundamental work for the social insurance work is to collect premiums, even at a larger scale, which has become a focus for people from all occupations. Under the new social development situation, the collection and pay- ment of social insurance premiums is undergoing new challenges and problems due to the economic reconstruction and interest conflicts as well as reforms on various systems. The main solutions to address such issues are to strengthen media and publicity work, to design complete and appropriate measures for collection and payment of social insurance premiums as well as their reward and penalty, to establish multiple incentives, enlarge the channels for premiums, to collect five basic insurance premiums, and aggravate punishment, to reduce premium rate properlyl and finally, to exercise national coordination of insurance premiums.
