摘　　要：大湾区"经济合作需要法制保障。缘于"一国两制"的复杂背景,建构适用于内地尤其是粤港澳三地之间的法律框架,需要通过协商的方式,建构以CEPA内容为核心包括地方政府区域间的协议等内容的行为规范体系,制定区际法律冲突规范。＂Big Bay area＂ economic cooperation needs legal protection.Due to the complex background of ＂one country two systems＂ , to construct the legal framework applicable to the mainland, especially the legal framework between three areas, Guangdong, Hong Kong and Macao, it is necessary to construct a system of behavioral norms, which is construction of behavior norm system based on the content of CEPA, including the agreement among local governments .
