民族地区政府购买公共服务项目的运行现状及困境分析——基于对西部Y市政府购买助残服务的个案研究

摘　　要：受经济社会发展水平、政府治理理念、社会组织发展薄弱等条件的限制,西部民族地区的政府购买服务发展迟缓且运行艰难,为数不多的购买实践业已充分暴露出该区域特殊情境下购买服务的微观运行状况。文章以西部Y市的一项政府购买服务项目为观察个案,通过切身参与、实地走访考察,全面审视作为各参与主体的购买方、承接方、服务对象、第三方评估、社会公众及其由其相互作用而形成的实际运行现状的特点,梳理出现象背后的发生逻辑,并就一些现实困境与解决之道尝试作出回答,主要包括:如何寻找政府购买成效与社会组织得到培育扶持之间的平衡点;如何重构政府、社会组织与公众之间的信任;社会组织如何保持自主性、独立性、专业性以及构建民族区域本土化的服务模式,以期为西部民族地区政府购买服务的持续推进、构建契约合作的长效机制、实现有内涵的质性发展增长提供一定的参考。Due to the constraints of the level of economic and social development, the concept of government governance and the weak development of social organizations, the government purchase service in the western minority areas has been slow and difficult to operate. One of the few purchasing practices has fully exposed the microscopic running condition of the services purchase in the special circumstances of the region. In this paper, a government purchase service project in western Y city is taken as an observation case, through careful participation and field visits, review comprehensively of the characteristics of the actual operating status formed by their interaction of the purchasers, subcontractors, clients, third parties and the public, combing the formation logic behind the phenomenon, and try to answer the solutions to some of the realistic dilemma, including： How to find the balance point between the effectiveness of government procurement and social organizations be nurtured and supported; How to rebuild the trust between government, social organization and the public; How to maintain the autonomy, independence and professionalism of the social organization and to build a localized service model in ethnic minority areas. With a view to provide some reference for the services purchase＇s continuous advance in western ethnic minority areas, the establishment of the long-term mechanism of contractual cooperation, the realization of the qualitative development with connotations.
