基层“雁过拔毛”式腐败生成的法理透析与防治对策

摘　　要：当前,基层干部贪腐案件频发,"雁过拔毛"成为"苍蝇式"腐败的一大特点,对国家惠民资金、集体资产和群众切身利益造成严重侵害,是当前地方反腐治理的焦点问题。为此,通过分析基层"雁过拔毛"式腐败的主体、客体及行为特征,揭示其产生的思想根源、现实条件及生成机理,结合当前社会现实和时代需要,从调整治理目标方向、推进廉政法制建设、重构廉洁政治生态、优化行政治理模式和法治反腐方式等方面提出了基层"雁过拔毛"式腐败的防治对策。Currently, the corruption cases of the grassroots cadres have occurred frequently. cus issue of local anti - corruption and governance, the corruption that ＂spares no effort in taking Being a foadvantage of what one puts his hand on＂ has become a major feature of ＂flies＂ corruption among the corrupt officials at the bottom, which has infringed upon the State funds to benefit the public, the collective assets, and the vital interests of the people. This paper analyzes the subject, object and behavior characteristics of grassroots corruption of ＂sparing no effort in taking advantage of what one puts his hand on＂, and reveals its ideological root, realistic conditions and generation mechanism. Combined with the current social reality and the times needs, this paper proposes the countermeasures to prevent and cure the grassroots corruption of ＂sparing no effort in taking advantage of what one puts his hand on＂ by adjusting the governance goal and direction, promoting the initiatives of building an incorrupt government and legal system, reconstructing clean political ecology, and optimizing the mode of administrative governance and the rule of law of anti - corruption ways.
