河北省下岗人员创业中的障碍和对策

摘　　要：创业已经成为安置分流人员重要的途径,对于河北省淘汰落后产能,进行产业升级有重要的意义。下岗分流人员这一特殊群体的人力资本"资产专用性"强,有强烈的体制依附惯性,社会资本单一。论文认为这一群体在创业过程中有如下障碍:融资的困难,意识的障碍,保障制度的滞后,创业培训的不足。需要有关部门强化舆论引导,提供必要的培训,金融支持,建立完善的公共服务体系,以三产发展带动创业的发展。Entrepreneurship has become an important way to set up triage personnel, and it is of great significance for industrial upgrading and the elimination of backward production capacity in Hebei province. The special human capital oflaid-offworkers is strong in ＂asset specificity＂, it has strong institutional dependence inertia, and the social capital is single. The paper believes that this group has the following obstacles in the process of entrepreneurship： financing difficulties, awareness barriers, security system lag, lack of entrepreneurship training. The relevant departments should strengthen the guidance of public opinion, provide necessary training and financial support, establish a sound public service system, and promote the development ofentrepreneurship with the three production development.
