摘　　要：高校问责制是美国高校回应社会关注的重要手段。文章以加州大学2016年度问责报告为个案进行研究。加州大学年度问责报告体现出指标系统全面、数据翔实可靠、绩效意识显著、报告态度积极、成效分析客观等特点,在提高办学透明度、构建高校质量保障体系方面发挥积极作用。我国高校可借鉴其有益经验,进一步转变信息公开思路,建立多部门联动机制,不断规范公开渠道,切实发挥问责报告在高等教育市场中的调节效能,有效提升办学效益中的作用。University accountability system is a main method for American universities to respond to the concern of society. The Paper is based on Research based on University of California Annual Accountability Report 2016. University of California Annual Ac- countability Report possesses full - scale index system, detailed and reliable data, obvious performance awareness, active reporting at- titude, and impersonal effect analysis, which help it play an active role in improving education transparency and constructing university quality security system. Universities in our country could study its beneficial experience, convert awareness of information publicity fur- ther, construct linkage system of multiple departments, keep normalize public channels and make accountability reports to play a role in adjusting efficiency of the higher education market and promoting education quality effectively.
